SOUTHWESTERN AREA WORKFORCE DEVELOPMENT BOARD WORKFORCE INVESTMENT ACT
(WIA) YOUTH AND ADULT
MID-YEAR EVALUATION POLICY

Applicability:
Southwestern Area Workforce Development Board (SAWDB) providers of Workforce Investment Act (WIA) youth training and employment services.
Purpose
To ensure WIA service providers remain in compliance at all times.
Background
The AE will conduct regular oversight and monitoring of each recipient and sub recipients. This will provide the following:
1) Determine that expenditures have been made against the cost categories and within the cost limitations specified in the contracts.
2) Determine whether or not there is compliance with other provisions of the Act and the WIA regulations and other applicable laws and regulations that need immediate corrective action.
3) Provide technical assistance as necessary and appropriate.
Action
All adult and youth providers will adhere to the following criteria for a mid year evaluation by the Southwestern Area Workforce Development Board Monitoring Committee and Full Board:
Meet and or exceed adult and youth performance measures at the end of the second quarter.
Assess expenditure and participant enrollments at the end of the second quarter compared to the annual budget. Providers shall be notified of the possibility of de-obligation.
Monitor performance, financial and audit issues found not to be in compliance must be corrected.
Submit Youth Program and Financial reports on a timely basis (by the 15th of each month)
Submit Adult Program reports quarterly and financial reports by the 15th of each month.
Follow up
Contractors who do not meet the full conditions of their contract by mid-year are required to submit a report to justify the reasons and to outline an action plan for how contractor will fulfill contract responsibilities and come to full compliance by end of the contract year.
Sanctions
If, by the end of the mid-year of the contact year, the contractor has not encumbered 50% of its award and/or not substantially fulfilled contract agreements, for the following program year, at a minimum, the contractor will not be allowed to apply for any more funds than were spent in the contract year. Other possible sanctions could include de-obligation, the elimination of part of the program, or total termination of the contract. Under exceptional or unusual circumstances, acceptable to the AE and SAWDB, consideration will be given.
